I dont know anything about these mowers, I have never used a finishing mower. This one had a wheel broke off the back, I fixed it, greased it good, sharpened the blades-which look like they have been used very little. The belt on it is looking old and will not last very much longer. I believe all this needs is a coat of paint, the rust is surface, it isnt rusted through but is pitted.
