Both chuck and arbor are made in China, and are brand new.
The keyed chuck is shown as a 1/32-3/4" capacity on the box, it is actually a 19mm, which is .74 inches, a hair short of 3/4"
The arbor is a straight shank to JT4.
What you see on the chuck is not rust, it is Cosmoline, an anti corrosive fluid, a rust inhibitor.
